Stimulate U.S. Federal Buildings With Solar Panel Roofs

As of today, The U.S Congress is frantically working on a $789 billion economic stimulus bill - of that, $4.5 billion is proposed to make federal buildings more energy efficient.  ($100 billion is slated for all energy & transportation programs).

Equiping all, if not most, federal buildings (there are approximately 432,791 buildings owned by the U.S federal government) with solar panel roofs would be a great way to not only provide renewable energy, but to lead the public through a positive example.  Add in the "Green Collar" jobs that would result from such an effort and you have a winning proposition.
